Pathway to Reemployment Framework

The Pathway to Reemployment Framework is a set of resources and tools that provide state policymakers and other stakeholders with a “re-envisioned” approach to work search for unemployment insurance claimants, and a set of state strategies, behavioral insights, and tools related to UI work search requirements that states may elect to adopt.

To assist with this effort, a group of state workforce system leaders, in collaboration with representatives from the National Association of State Workforce Agencies (NASWA) and national and regional Employment and Training Administration (ETA) staff, came together to develop the Pathway to Reemployment Framework. This framework consists of a set of resources (“toolkit”) that provides state policymakers and other stakeholders with a “re-envisioned” approach to work search for UI claimants, and a set of strategies and behavioral insights related to UI work search requirements that states may elect to adopt. 

The Reenvisioning Work Search Toolkit includes:

  • The Pathway to Reemployment Framework is a set of resources and tools that provide state policymakers and other stakeholders with a “re-envisioned” approach to work search for unemployment insurance claimants, and a set of state strategies, behavioral insights, and tools related to UI work search requirements that states may elect to adopt.
  • The Validation and Documentation White Paper explores the topic of successful documentation and validation of 21st century work search activities. It considers topics including but not limited to: What can and should be validated? Where can documentation be relied on and what might that look like? Is self-attestation enough for some activities?
  • The “My Reemployment Plan” template is a generic, interactive job search guide, i.e., a “road map” of sorts, that can be adapted to the specific requirements and various economies of states and regions. It outlines proven steps to successful reemployment in a 21st century job market and may be used by jobseekers directly or as a case management tool for professional workforce development staff.
  • The State Implementation Guide provides an outline of successful, practical strategies for UI programs to clearly define a shared reemployment service delivery approach and align with partners within the workforce system.
  • The Reference Guide for Workforce Professionals is designed to assist you in using the My Reemployment Plan as a foundational tool in your career coaching activities. It will help you understand how to support work search activities that are effective job search strategies and, thus, improve the customer experience, shorten job hunt timeframes and potential UI claim durations, lower improper UI payment rates, and achieve more suitable reemployment outcomes.
